Language (ab)use
In general, #Linux is an English-only channel. A Spanish
language Linux channel can be found at #linuxlatino. A French
language channel can be found at #linuxfr. A romanian linux channel seems to be #rolinux. Other 'foreign'
language channels about linux include #linux.ger, #linux.nl and
#linux.se.
A good guess would be to type /join #linux.cc, where "cc" is the country code you're interrested in (check here for a list of said codes). Your mileage may vary though.
If an op is prepared to answer in your language, that's fine,
but don't expect to be answered if you don't speak in English and
don't be upset if an op asks you to stick to English.
Most ops don't suffer lamer-speakers
and similar corruptions of English well. Offenders are treated with
considerable disdain, and it has been known for such people to be
kicked if they become boring. As of recently we warn once
when encountering non-words like 'u' for 'you', 'r' for 'are', '4'
for 'for' or 'ppl' for people. Expect to get booted out when
continuing this abuse of the english language especially after
being warned not to.
