Open source software, of which the kernel and all the GNU supporting utilities are examples, are not developed to a schedule. The various maintainers are generally working in their spare time, and can only afford to spend so much time writing free software. In
my experience, spare time is rarer than hens teeth.
In addition to this, these authors take pride in their work, and
won't release something until it is good and ready. Unlike other
certain companies, such as Microsoft, they do not work to
deadlines and aren't under market pressure.
